Schneider SCADAPack x70 Advisory: RFQ Records for Remote RTU Spares

A September 15, 2026 CISA advisory covering Schneider Electric SCADAPack x70 products is a useful reminder that a remote terminal unit is not just a replaceable controller. It sits inside a working combination of firmware, access-control settings, communications, field wiring and site-specific engineering files. When maintenance teams prepare an RFQ for a remote RTU spare, those boundaries should travel with the part number.

What the advisory changes for maintenance records

CISA advisory ICSA-26-258-04 identifies SCADAPack 47x, 47xi, 47xd, 470R and 57x products as remote terminal units used for remote monitoring and control. It describes an insufficiently protected credentials issue and points operators toward role-based access control, network segmentation, the RTU firewall service and the vendor’s hardening guidance.

This does not mean a purchasing team should diagnose or remediate a live control system from a sales document. It means the RFQ record should preserve enough technical context for engineering, cybersecurity and procurement teams to review the replacement together.

Separate hardware identity from the configured system

• Hardware identity: full catalog number, series or hardware revision, supply voltage and installed communications options.
• Software identity: firmware version, engineering software or utility version, and the date of the last verified backup.
• Site role: whether the RTU is polling instruments, driving outputs, acting as a protocol gateway or reporting to a supervisory system.
• Security boundary: current access-control method, firewall use, trusted network paths and any approved remote-access process.

A matching enclosure size or family name alone does not prove that a substitute can be commissioned without engineering work. I/O mapping, protocol support, serial or Ethernet interfaces, environmental rating and project files all remain part of the compatibility decision.

Evidence worth collecting before an RFQ

Useful evidence includes a clear nameplate image, front and side views of the installed unit, terminal and communications-module photos, cabinet power details, firmware screenshots where approved, and a redacted network or architecture note. Record the failure symptom separately from the requested part number so suppliers do not mistake a site diagnosis for a confirmed hardware fault.

For remote sites, also document the maintenance window, configuration-restoration responsibility and whether the replacement will be staged offline before installation. Any mitigation or configuration change should follow the asset owner’s change-control and risk-assessment process.
